Construction Method Statements
The Health & Safety at Work Act 1974 describes the employers’ main duties which are to ensure, so far as reasonably practicable, the health and safety and welfare at work of all their employees.
Moreover, the degree of risk in a particular job or workplace needs balancing against the time, trouble, cost and physical difficulty of taking measures to avoid or reduce the risk. In particular the employer must provide safe plant and systems of work ascertained by Risk Assessments.
Method Statements need only be completed when there are unforeseen, unplanned or specialist activities on site which are not covered by relevant risk assessments. Method Statements are task and site-specific and can only be completed by a trained, experienced and competent person.
In addition the Construction (Design & Management) Regulations 2015 stipulate the requirement for Method Statements from contractors to be included in the Construction Phase Health & Safety Plan.
Method Statements are an important part of complying with other specific regulations to determine a safe system of work including:
- Work at Height Regulations 2005
- Electricity at Work Regulations 1989
- Confined Spaces Regulation 1997
- Control of Asbestos at Work Regulations 2012
